No. Zero is an observed value with a defined meaning. Missing or unavailable information should have its own label and explanation.

Write a comparability specification
An administrative identification count, a population survey and a modelled estimate have different measurement processes. Age coverage, denominator and geographic scope also matter. A result from selected communities should not be relabelled as a national value. WHO’s overview describes continuing gaps in prevalence knowledge across settings; it does not provide a compatible observation for every country.
Treat metadata as part of the value
STROBE emphasizes context and measurement in observational reporting, and FAIR supports structured provenance. A comparison table can therefore store the source definition beside the number instead of hiding it in a separate download. Keep the measurement year distinct from publication and retrieval dates. A newly refreshed dashboard may still display a historical observation, and an unavailable value should remain missing rather than becoming zero.
An editorial working example
Suppose one source covers school-age children and another covers all ages. The appropriate first result may be a side-by-side source description rather than a ranked chart. An analyst can explain why the observations are not pooled and identify what a compatible future comparison would require. No synthetic estimate should be inserted merely to complete the visual design.
| Focus | What to document | Interpretation question or limit |
|---|---|---|
| Population | Age, eligibility and denominator | Are the groups comparable? |
| Method | Survey, surveillance, administrative record or model | Do the measurements have the same meaning? |
| Time and place | Observation period and actual geography | Is a local or historical source being overgeneralized? |
Limitations and unresolved questions
This guide supplies no country ranking or pooled global estimate. Even matching metadata fields cannot remove all measurement or ascertainment differences.
Implications for research and institutions
Use GARC’s Atlas and data pages with their original source and scope labels. If a comparison is incompatible, show the reason and the research gap instead of presenting a misleading league table.
Research question
Can missing country data be displayed as zero?
No. Zero is an observed value with a defined meaning. Missing or unavailable information should have its own label and explanation.
